About the Client

Nochumson P.C. served as zoning and land use counsel for the redevelopment of 2600 Castor Avenue, a long-vacant, full-block property in Philadelphia's Port Richmond neighborhood. The project will create a residential community featuring 162 new housing units, including townhomes and a multifamily apartment building.

The Challenge

The scale and significance of the Castor Avenue redevelopment required careful navigation of multiple public approval processes and coordination with city agencies and stakeholders.

The project also drew citywide attention, with The Philadelphia Inquirer recognizing it as one of its “10 real estate projects to watch in 2026,” citing its size, strategic location, and anticipated impact on the surrounding neighborhood.

Because of the project's size and prominence, the proposal was subject to the City of Philadelphia's Civic Design Review process, which evaluates major development projects based on considerations such as urban design, site planning, building massing, pedestrian experience, mobility, landscaping, and neighborhood integration.

The Solution

Nochumson P.C. guided the development team through Civic Design Review, coordinating presentations and helping articulate how the proposed development would enhance the surrounding area while creating new housing opportunities. Following review and public consideration, the project successfully completed the Civic Design Review process.

Nochumson P.C. then led the zoning entitlement effort before the City of Philadelphia's Zoning Board of Adjustment (ZBA). The firm presented evidence and legal arguments demonstrating the appropriateness of the proposal, the unique characteristics of the site, and the public benefits associated with redeveloping a long-vacant property.

Throughout the process, Nochumson P.C. worked closely with the development team to address planning, design, and zoning considerations while advancing a comprehensive vision for the site.

Large-scale development projects in Philadelphia can require coordination across multiple entitlement processes, making strategic planning and advocacy critical to moving a project forward.

The Results

The ZBA granted the requested zoning variances, clearing a major hurdle for the redevelopment of 2600 Castor Avenue.

The approvals paved the way for the creation of 162 new homes on a property that had remained vacant for years. The planned development will combine townhomes and multifamily housing with on-site parking, internal circulation, landscaping, and open space within a cohesive residential community.

The project positions a long-underutilized Port Richmond property for productive reuse while expanding housing opportunities and bringing long-term investment to the neighborhood.
